Mr. President, Honorable Heads of States and Governments,
Distinguished Delegates, Ladies and Gentlemen,
At the outset, I would like to express my heartfelt gratitude to the Government and people of Morocco for the kind hospitality and in hosting this important International Conference in this beautiful city of Marrakech.
As a small island state and Least developed Country, Timor-Leste has been facing impacts of climate change such as flood, landslide, soil erosion and drought as well as sea level rise. These phenomenon have led our key development sectors become more vulnerable to the climate related extreme events and slow onset events. Our agricultural production becomes uncertain due to droughts, soil erosion, sedimentation, landslides and floods. These climate change related events have led food insecurity, water shortage as well as destruction of infrastructures and ecosystems. In addition, sea level has been risen at least 5.5 mm per year which damages our coastal infrastructure as well as threatening some parts of coastal cities to be permanently inundated in the future. Similar climate induced development challenges are increasingly evident in many other parts of the world, particularly in SIDS and LDCs.
In Paris last year, we adopted the Paris Agreement with the aim to enhance international cooperation to tackle climate change. Now, here in Marrakech, it is time for us to focus on implementation of the Paris Agreement - to formulate the rules and guidelines required and to specify more precise means of implementation with the focus on mobilization of climate finance, technology transfer and capacity building for the enhancement of actions on adaptation and mitigation for increasing resilience as well as achieving sustainable development goals.
We acknowledge steps taken by some of the developed countries in reducing their greenhouse gas emissions and financial contributions to the developing countries through the GEF and GCF. However, we also like to express our deepest concern on the current status of fund availability in the LDCF, which requires financial contributions from developed countries.
The Government of Timor-Leste is currently undertaking various adaptation activities under the National Adaptation Program of Actions’ (NAPA) implementation projects which cover some key development sectors, including food security and agriculture, water supply, heath and infrastructure. In terms of mitigation, even though our greenhouse gas is 0.003% lower than global emission level, we have identified and developed various renewable energy resources such as wind, solar and hydro powers, and biomass in the country. Currently, about 11% of rural households have accessed to the renewable energy technologies, and we planned to increase usage of renewable energy up to 50% by 2030.
Even though we have been taking some adaptation and mitigation actions, there is still much to be done and we can do more with the assistance of the developed countries, including finance, technology and capacity building support. Similar assistance should be given to other LDC and SIDS countries.
Finally, Mr. President,
Timor-Leste has not formally submitted its INDC to the UNFCCC. However, I would like to inform this forum that the INDC of Timor-Leste has been approved by our government and is ready for the submission. In addition, Timor-Leste is also currently in the process of ratifying the Paris Agreement and we look forward for the continued support from developed country parties for the successful implementation of our climate change efforts including the INDC.
